Ryan Montpellier

Ryan Montpellier Executive Director
Ryan has over 15 years of experience in identifying and addressing human resources and labour market challenges in the Canadian mining industry. Appointed as Executive Director in 2008, he leads all of MiHR’s strategic activities and represents the Council on various industry and government committees and advisory panels. Ryan is a past recipient of the Canadian Institute of Mining – Young Leadership Award and the International Association of Business Communicators Gold Quill award. He is a regular speaker and panelist at industry conferences and events and was a past Distinguished Lecturer for the Canadian Institute of Mining, Metallurgy and Petroleum (CIM). Prior to joining MiHR, Ryan held various leadership positions with high-tech companies in the Ottawa region. Ryan holds a number of degrees including an MBA and a Project Management Professional (PMP) designation.

Dana Imbeault Senior Director, Operations & Skills Development
Dana is responsible for ensuring the effective and efficient operation of MiHR’s programs and activities. She also leads a team in the development of a suite of National Occupational Standards to be used by industry to help develop the required skills and competencies of its workforce, and leads the implementation of MiHR’s Canadian Mining Certification Program – a national program that recognizes the expertise of the industry workforce. Dana also provides oversight and guidance on the implementation of MiHR’s Mining Essentials Program: An Essential Skills and Work Readiness Program for Aboriginal Peoples.

William Meyer is responsible for planning and providing strategic direction to effectively promote and build awareness of MiHR and its programs, projects and services. A strategic, results-oriented communications professional, William has nearly 15 years’ experience in the non-profit, association and government sectors – and has served as the head of communications for two industry associations. William also leads the development and implementation of marketing and communications activities that support all aspects of MiHR’s strategic plan.

She is an innovative leader with 15 years of experience advancing skills and workforce development across the Canadian mining sector. Her expertise in strategic partnerships and engagement has enabled her to collaborate effectively with industry, academia, governments and communities, building impactful alliances that strengthen talent pipelines and support a sustainable, future-ready mining industry.

Taylor-Faith Blenkarn Senior Manager, Skills Development & Recognition
Taylor manages the development and maintenance of MiHR’s suite of National Occupational Standards (NOS) defined and validated by the Canadian mining industry. Taylor is responsible for the ongoing implementation of MiHR’s Canadian Mining Certification Program (CMCP), working closely with industry stakeholders to ensure a credible process for the assessment and recognition of the skills, knowledge and experience of mine workers. She leads the development, implementation and testing of new programs and initiatives using MiHR’s suite of National Occupational Standard. She contributes to project proposals, maintains budgets, prepares and executes work plans and compiles reports.

Lindsay is responsible for implementing projects that support the engagement of all potential sources of labour to develop an inclusive and diversified workforce across the mining sector. She works on the business development and proposal activities around inclusion and diversity opportunities. She participates in building awareness in careers in mining to various audiences including newcomers, Indigenous people, women and youth, and manages engagement with MiHR’s inclusion and diversity programming. Lindsay holds a bachelor’s degree in Psychology & Women’s Studies and brings 4 years of Human Resource experience.

Maeva is responsible for overseeing MiHR’s career awareness, education and wage subsidy programs to support the mining industry’s efforts to attract, recruit and develop a skilled and diverse workforce. Prior to joining MiHR, she managed corporate projects in the private sector, taught FSL in the public sector and ESL to newcomers to Canada. Maeva holds an honours bachelor’s degree in applied linguistics and a master’s degree in humanitarian action.

Vickey contributes to the research, analysis and interpretation of labour force data to explain economic conditions and forecast labour market trends in Canada’s mining industry, applying econometric models and statistical techniques. She brings experience in private sector market analytics, as well as public sector economic assessment and management consulting across all levels of government.

About the position
Reporting to the Executive Director, the Director, Workforce Alliance and Partnerships provides strategic leadership and operational oversight for the development, implementation, and ongoing management of the Mining and Minerals Workforce Alliance (MMWA) focused on strengthening Canada’s mining and minerals labour force.
The Director, Workforce Alliance and Partnerships leads multi-stakeholder collaboration across industry, government, Indigenous partners, labour organizations, educators and community stakeholders to address workforce shortages, skills gaps, workforce inclusion and future labour market demands across the mining and minerals value chain.
Responsibilities
- Support the Executive Director in the establishment and governance of the Mining and Minerals Workforce Alliance (MMWA), including the development of terms of reference, membership models, task forces and leadership structures that ensure inclusive, representative, and effective sector participation.
- Provide strategic and operational leadership for the MMWA, including management of the contribution agreements, development, and execution of annual workplans and budgets, establishment of operational processes, and oversight of staff, financial controls, reporting systems and deliverables.
- Direct national stakeholder engagement and collaboration activities by convening industry, government, Indigenous organizations, labour groups, educators and other partners to identify workforce priorities, labour market challenges, emerging skills needs and opportunities for coordinated action across the mining and minerals sector.
- Collaborate with other MiHR team members in the planning and delivery of MMWA meetings, consultations, working groups, task forces and regional skills development hubs to support cross-sector dialogue, collaborative problem-solving, and implementation of workforce development initiatives.
- Foster and maintain strategic relationships with federal and provincial governments, industry associations, funding partners and external stakeholders to advance workforce priorities aligned with Canada’s critical minerals strategy, economic development objectives and clean energy transition.
- Collaborate with the Director of Communications on the development and implementation of national communications and stakeholder engagement strategies, including key messaging, stakeholder mapping, communications protocols, content development, digital collaboration tools, public reporting and outreach initiatives that promote alliance activities and outcomes.
- Lead performance measurement, evaluation, and continuous improvement activities by establishing key performance indicators, logic models, monitoring frameworks, data collection systems and reporting processes to measure outputs, outcomes, impacts, and equity-focused indicators. Ensure the production of high-quality reports, presentations, dashboards, and public-facing materials that communicate alliance progress, workforce trends, sector insights, and strategic recommendations to diverse stakeholder audiences.
- Monitor labour market trends, workforce risks, demographic shifts, technological advancements and evolving industry needs to inform strategic planning and support innovative workforce development, training, and skills initiatives.
- Champion inclusive, safe, and future-ready workforce practices that support workforce diversity, Indigenous participation, regional representation, workforce mobility, sustainability objectives, and long-term sector competitiveness.
Education/Experience
- Bachelor’s degree in Economics, Social Sciences, Business Administration, Public Administration or equivalent / Graduate degree Preferred
- 10 years working in a similar organizational environment / 2 years supervisory or managerial experience
- Experience in conducting consultations, quantitative and qualitative research
- Experience working with multi-stakeholder committees, taskforces and working groups
- Experience working with Indigenous, or mining sector stakeholders considered an asset
- Exceptional written, interpersonal, communication and presentation skills
- Familiarity with the reporting and administrative requirements associated with public funding processes; particularly in the not-for profit sector
- Ability to lead and engage team members
- Strong organizational skills and ability to work individually and within a team environment
- Legally eligible to work in Canada

About the position
Reporting to the Senior Labour Market Economist, the Labour Market Economist contributes to the development of labour market intelligence, trends analysis and research for the mining industry, including:
- Research, analysis and dissemination of reliable and credible labour market and HR information
- Labour market information (LMI) and public policy analysis
- Strategic HR planning and workforce management research
- Thought leadership on labour market and HR issues in the mining industry
As a member of the Labour Market Information team, the Labour Market Economist participates in the establishment of the research methodology and approach for the Council.
Responsibilities
- Leads the development and continuous improvement of MiHR’s econometric models, forecasting tools, and analytical dashboards
- Monitors Canadian and international economic and labour market trends to ensure forecasts and analysis reflect current conditions
- Works with external clients and stakeholders to conduct custom research and produce reports on regional labour market conditions and HR strategies
- Determines appropriate evidence-based research approaches and modelling assumptions to ensure rigour, defensibility, and adherence to recognized academic and industry standards
- Collects and analyzes diverse primary and secondary datasets, addressing data limitations and gaps to produce reliable outputs
- Produces labour market analysis, visualizations, and other public-facing outputs
- Ensures LMI is accurate, relevant, accessible, and communicated effectively through reports, presentations, webinars, and dashboards aligned with the Council’s research priorities
- Maintains and updates MiHR’s databases and other analytical infrastructure
- Applies research ethics principles in statistical and economic analysis, ensuring integrity, transparency, and secure handling of sensitive data, and responsible interpretation of findings
Education/Experience
- University degree in Economics, preferably at the Master’s level
- 3-5 years’ experience working in a related field
- Experience in labour market analysis and advanced econometric forecasting and modelling
- Programming capability in R (and/or Python) and Excel for analysis and modelling
- Experience in data visualization and dashboard design
- Ability to manage external client relationships and provide custom research in a clear and accessible manner
- Strong written and verbal communication skills
- Ability to conduct and interpret qualitative and quantitative research
- Ability to work independently and collaboratively in a team environment
- Ability to present research findings to a wide range of external audiences
- Experience with public policy research and analysis is an asset
- Knowledge of federal government policy, immigration, and Indigenous workforce issues is an asset
